 Foundation Open Society Institute Macedonia (FOSIM) together with the Catholic Relief Services - Horizonti Project, in the realms of the project “Roma Women- Entrepreneurs Support” organized two-day training “Introduction to Business” in the Children Theatre Center from 15th to 16th of December 2004. The aim of the project is improvement of the social and economical status of the Roma people, as well as increasing of self-employment opportunities.
Several Roma women entrepreneurs attended the trainings. They were trained about fundamentals of business, introduction to market research, principles of money flow and calculating expenses, as well as legal procedure for founding trade companies, rights and obligations emerging from registration and employment, contracts and contractual obligations. Trainings are part of the activities in the realms of the project, and such activities will continue next year.

NGO Infocenter organized presentation on provocative topic: Why Macedonia Needs NGO Sector? in the NGO Infocenter’s office (Gradski dzid, 8, Skopje) on December 21, 2004, at 11:00. Presenters were Mr. Vladimir Milchin, FOSIM, Mr. Darko Aleksov, civil association Most and Mrs. Biljana Bejkova, NGO Infocenter. In addition, the information about media monitoring of the Fourth NGO Fair was presented, too. This presentation is part of the activities by which NGO Infocenter celebrates the first year of its existence.

On December 15th, 2004 FOSIM organized regular coordinative meeting with the donors in the realms of the activities within the project Decade of Roma Inclusion. Representatives of USAID, OSCE, European Center for Minority Issues, humanitarian association Intersos, Swiss Agency for Development and Cooperation, Italian Embassy and FOSIM attended the meeting.
Mrs. Mabera Kamberi of Ministry of Labor and Social Politics and Mrs. Zhaklina Durmish of NGO Dendo vas, Skopje, informed the donors about latest news related to Roma Educational Fund and the Decade. In addition, the results of the questionnaire intended to show the areas of education (in accordance with the National Action Plan for Education of the Decade) were presented, and donors were informed about territorial allocation of the projects of Roma people’s education.

Foundation Open Society Institute Macedonia (FOSIM) and Association of the Units of Local Self-Government of the Republic of Macedonia, in the hotel Aleksandar Palace, on 14.2.2004 starting at 09:30, organize promotion of the project “Implementation of the Law on Free Access to Information on Local Level”, and of the Report about Monitoring of the Free Access prepared by Open Society Initiative for Justice- Budapest.
Slavica Indzevska, Deputy Executive Director of FOSIM and Dance Danilovska will perform the presentation. Goran Angelov, the president of Association of the Units of Local Self-Government of the Republic of Macedonia will talk about the need of implementation of the Implementation of the Law on Free Access to Information on Local Level, and Klime Babunski, ProMedia, will present the Report about Monitoring of the Free Access prepared by Open Society Initiative for Justice- Budapest.
The project is a part of the Law Program at FOSIM and it will be implemented together with Association of the Units of Local Self-Government of the Republic of Macedonia.

Regional workshop Border cooperation as platform for communication and implementation of EU policy will be held in hotel Continental, Skopje, from 10th to 12th of December, 2004.
The workshop is organized by the Foundation Open Society Institute Macedonia (FOSIM) together with Youth Center for European Education, Institute for European Policy from Berlin, and InWent Foundation from Germany.
Workshop’s lecturers are: Mr. Christian Engel, representative of the local government of West RheinWestfallen, Mrs. Ursula Kalbfleisch-Kotsipper, Institute for European Policy from Berlin, and Klaus Althoff from InWENT, while representatives of the lecturers for EU from the member-countries in the Stability Pact from the region will be participants and listeners.

 Within the NGO Fair – 4th Forum of the Civil Society, on 3.12.2004 at the Life Radio club, FOSIM organized the Challenging Book gathering with Iskra Geshoska, director of the NGO Kontrapunkt, Gjuner Ismail, director of the magazine Forum, and Zoja Buzalkovska, theatre director. Each of them talked about a famous book they have recently read. “How can I convince you to read this book?” is an initiative of FOSIM to promote the culture of reading and provide informal social forms of sharing knowledge and ideas in relevant topics concerning contemporary culture and society. |  |  |  | Media Program Debate: Is there a hate speech at the media in Macedonia?
The debate Is there a hate speech at the media in Macedonia? will be held on December 7, 2004 in Skopje in Holliday Inn hotel, starting at 11 o'clock. It is financed by the Media Program at FOSI-Macedonia in cooperation with the Association of Journalists of Macedonia, the Broadcasting Council and the Media Development Center. At the debate will participate the guests/journalists from the region:
Ivan Zvonimir Chichak from Zagreb - editor in Vechernji list and member of the Presidency of the Croatian Association of Journalists
Ozren Kebo from Sarajevo - editor in chief and co-founder of the magazine Start
Draguting Zharkovic from Belgrade- editor in chief of weekly Vreme
The guests will present their experiences of the appearance of Hate Speech in the media in their countries during the conflict period, as well as the consequences of the trend for journalistic professionalism, stability of the country and interethnic relations.
At the debate the Recommendations of the Committee of Ministers from Council of Europe on the Hate Speech will be presented.
Furthermore, the analyses on the existence of Hate Speech in the media in Macedonia will be presented.
As a basis of these analyses will be used the materials from the monitoring that was implemented before and during the referendum itself by the Broadcasting Council for the broadcasters and the materials from the electronic news archives for the printed media.
| |  | |  | |  | | Law Program Workshops: “Alternative Measures: Home Arrest and Work for Public Benefit, and Their Implementation”
Foundation Open Society Institute Macedonia (FOSIM) and Ministry of Justice, Direction for Implementing Penalties, in the realms of the project Alternative Punishment, organized two-day workshops in Bitola, from 11th to 16th November, 2004. Workshops were organized separately for three Courts of Appeal and the topic of the workshops was “Alternative Measures: Home Arrest and Work for Public Benefit, and Their Implementation”.
Workshops presenters were: Gordana Prof. Dr. Buzarovska, Faculty of Law, Metodija Prof. Dr. Kanevchev, Faculty of Law, Anton Prof. Dr. Kalmthout, Department of Criminal Law at Tilburg University, Holland, Klara Kerezsi, National Institute of Criminology, Hungary.
Representatives from all Macedonian courts, Public Prosecutors Office, Social Policy Centers, Ministry of Justice, Ministry of Interior, Ministry of Labour and Social Policy and Public Penitentiary Facilities took part in the workshops.
Discussions were about implementation of alternative measures, eventual problems of the judges when reaching such verdicts and possible solutions of those problems. General conclusion was that Criminal Code should be amended, especially the part concerning home arrest.

The aim of the project was to perform an evaluation of anticorruption policies and projects based on the three following types of supported projects:
(1) NGO Sector projects (anticorruption coalitions, campaigns for informing people); (2) Governmental anticorruption programs (anticorruption commissions/offices); and (3) Projects for institutional reform. (This resulted in publication prepared by Martin Tisne and Daniel Smilov, which unites the experiences of all countries involved in the project.
In order to promote and distribute the publication FOSIM organized a round table for NGOs dealing with anticorruption initiatives. The author Daniel Smilov participated in the round table. For more information send an e-mail to nkorun@soros.org.mk.

Foundation Open Society Institute Macedonia (FOSIM) together with European Stability Initiative organize round table on topic: “End of West Balkan and chances of Republic of Macedonia for Admission in EU”. The round table will take place in the hotel “Aleksandar Palace” (Hall: Restaurant 2), Skopje, on November 3, 2004, starting at 11:00.
Mr. Gerald Knaus, the President of European Stability Initiative, will have a presentation on the round table. European Stability Initiative (ESI) is a nongovernmental institute dealing with research about creating policies. ESI is created in recognition of the need for independent, in-depth analysis of the complex issues involved in promoting stability and prosperity in Europe. ESI was founded in July 1999 by a multi-national group of practitioners and analysts with extensive experience in the countries of South East Europe. ESI’s head offices are located in Berlin, Brussels, Istanbul and Sarajevo. In its five years of operation, ESI has had a substantial impact on international policy towards South Eastern Europe, especially before EU Summit in Thessalonica in the year 2003. |  |  |  | Living Heritage program Three new projects supported
By the end of 2004 three new projects will be implemented with grants awarded by FOSIM and King Baudouin Foundation within the Living Heritage program. The local cultural center in Krushevo will be restored; in the Konche district of Strumica, local volunteers will renovate the Maiden Well (Momin bunar) and the surrounding public space, while the Mokrino Springs (Mokrinski izvori) in the vicinity of Novo Selo will be arranged and turned into a wonderful green minipark. Foundation Open Society Institute – Macedonia (FOSIM) in the realms of its program of anticorruption initiatives, in the year 2003 has supported the project Policies for anticorruption initiatives, realized together with Center of Policies Research at the Central European University in Budapest.

In cooperation with the Ministry of culture and communication of France and the Ministry of culture of Macedonia, within the joint project for cultural policy development in Macedonia, the Foundation Open Society Institute – Macedonia (FOSIM) and the French Cultural Center Skopje (CCF), on October 14 – 15 organize Malraux seminar on the topic Cultural Decentralization: Practices of France and Macedonia. The seminar is led by three French experts and will be addressed by the Macedonian minister of culture Mr. Blagoj Stefanovski as well as the French ambassador in Macedonia Ms. Veronique Dijon-Bare.
Named after the prominent French minister of culture Malraux, the seminar is a traditional way of presenting French experience throughout the world. Over 70 participants from Macedonia will have a chance to find out more about history, legislation, management and positive and negative practices of the decentralization process in France. In addition, separate sessions are dedicated to the issue of funding of culture as well as the model of operation and funding of the cultural centers. In comparison, Macedonian experiences in cultural decentralization will be presented in separate sessions.
The activities are part of the project Cultural Policy Development in Macedonia, financed by FOSIM and CCF, which includes exchange of legislative expertise and experience, training on deficient artistic skills and study visits of Macedonian and French experts working in museums, libraries and ballets. |  |  |  | Training for Roma Women- Entrepreneurs
Foundation Open Society Institute Macedonia (FOSIM), in the realms of the Economic Reform Program, together with European Council’s Development Bank, supports a pilot-program for improvement of social and economic welfare of Roma women in Macedonia by improving economic opportunities for self-employment and micro-companies founding.
Therefore, in the realms of the project “Roma Women- Entrepreneurs Support”, FOSIM, together with the Catholic Relief Services -Horizonti Project, organizes two-day training for Roma Women- Entrepreneurs, in the Members of Parliament Club, from 12th to 13th of October.
22 Roma women dealing with food trading, textile and micro production will attend the training.
The participants will have the opportunity to get familiar with the fundamentals of business, introduction to market research, principles of money flow and calculating expenses, as well as legal procedure for founding trade companies, rights and obligations emerging from registration and employment, contracts and contractual obligations.
Apart from the training in the realms of the project “Roma Women- Entrepreneurs Support” other means of support are planned for business maintaining and enlarging.  Woodcarving and icon workshop was officially opened at the Monastery of Zrze, near Prilep on 1. 10. 2004, with support by the Foundation Open Society Institute – Macedonia and the Royal Norwegian Government. Small museum collection of antique coins, late Roman ceramics, religious artifacts and icons is also presented within the new object. The opening was honored the company of Mr. Petar, mitropolite of Bitola and Prespa; representative of the Embassy of Norway in Macedonia; representative of the FOSIM Executive Board Ms. Slobodanka Markovska and other prominent quest. The project aims to revitalize traditional crafts in view of cultural heritage protection and local sustainable development. |  |  |  | Law Program Round Tables: Reform of the Judicial System
As a part of the support provided by FOSIM (Foundation Open Society Institute Macedonia) in the process of preparation of the Strategy for reform of the judicial system, public prosecutor’s office, penitentiary facilities system, public attorney’s office, legal representatives system and notary system, round tables were held in Shtip on 22.09.2004 (Wednesday), in Skopje on 28.09.2004 (Tuesday) and in Bitola on 30.09.2004 (Thursday), where the Strategy was considered and supplemented by all the parties involved in the process. Participators on the round tables were: presidents of the Courts, Courts of Appeals, and Supreme Court and representatives of the Ministry of Justice, public prosecutor’s office, public attorney’s office, Association of Judges, Association of Prosecutors and Lawyer's Chamber. | |  | |  | |  | | Budva: Regional Seminar on Free Access to Information
From 9th to 10th of September, 2004, organized by Open Society Justice, Article 19, European Union and the Monte Negro’s Helsinki Committee for Human Rights, a Regional Seminar on the topic of Free Access to Information was held in Budva, Serbia and Montenegro. Representatives of countries from around the region participated in the seminar: representatives from Albania, Bosnia and Hercegovina, Bulgaria, Kosovo, Macedonia, Moldova, Romania, Serbia, Slovenia, Turkey, Croatia and Monte Negro as well as international NGOs (Open Society Justice, Article 19, Privacy International), representatives of OSCE, World Bank Institute and The Council of Europe.
Participants from Macedonia were: Zagorka Tnokovska, representative of the Ministry of Justice, Liljana Ivanovska – Ljumovic, member of Parliament – president of the Delegation for Cooperation with the European Parliament, Natasha Vrteska, representative of the ZELS (Association of the Local Self-government Units of the Republic of Macedonia), Jadranka Kungulovska, representative of the municipality of Karposh, Katica Chadieva, representative of municipality of Veles, Danche Danilovska from FOSIM (Foundation Open Society Institute – Macedonia), Roberto Belicanec from the NGO Center for Development of Media and Klime Babunski from the NGO Pro Media.
During the two working days of the seminar, the participants stressed the importance of the civil sector in the process of preparation of the Laws for Free Access to Information and in implementation of that civil right. They discussed about the international standards for the right on free access to information, the efforts made towards implementation of this right, including the need of trainings and campaigns for enhancing the awareness among citizens and governments about standardization and implementation of this right. Each country had its own presentation about the development of the concept of free access to information in their states.
At the end of the seminar countries that participated in the seminar reached the Budva Declaration, in which, among the other things, they encourage Republic of Macedonia and Serbia and Montenegro, which are the only countries in the region without Law for Free Access to Information, to pass the law as soon as possible.

Public Health Conference on topic: Training for Public Health in Europe: old and new paradigms, was held in Sicily, September 11th to 14, 2004.  On 29. 09. 2004, the new premises of Children Theater Center (CTC) were officially opened in a building once know as cinema Napredok in the Old Bazaar of Skopje. Awarded to CTC by the Ministry of Culture, the object has been fully renovated and equipped with financial support by the Foundation Open Society Institute – Macedonia (FOSIM), Swiss Agency for Development and Cooperation, SIDA, USAID an other donors.  The villagers of Rastes and the Macedonian ethnology students society organize the Porece Fair to be held on September 11-12, 2004 in the town of Samokov.  Path to the Kolesino Waterfall was officially opened on June 15, 2004. On the occasion, Mr. Kiril Cavkov, mayor of the municipality of Novo Selo, and Mr. Ivan Dodovski, FOSIM program director, gave a speech. Kolesino Waterfall is but one of the tourist attractions in the mountain Belasica region, near the city of Strumica. In the hotel Holiday In, on July 2 (Friday), starting from 9.30, FIIOM together with the Ministry of Justice will organize a conference on the topic Presentation of the Alterations in Criminal Law. On the conference will be discussed for alternative penalties and their implementation emphasizing implementation of the penalties for legal entities and implementation of money penalties – day penalty (den globa). Presidents of the courts in Macedonia, judges of the Supreme Court of RM, directors of the penalty institutions, representatives of the Ministries of Justice, Interior and Labour and Social Policy, presidents of the public prosecutors offices, directors of inter-communal centers for social work, members of working committees, professors of penalty law and representatives of civil associations are invited to participate in the conference. | |  | |  | |  | | Information program Presentation of the results from the researches on ICT conditions in Macedonia

On Wednesday, June 2, 2004, at 13:00 in the Holiday Inn Hotel, FOSIM and UNDP organized a presentation of the results from their researches “General Data on ICT conditions in Macedonia” by Metamorphosis a FOSIM project and “Local e-Governance – ICT Assessment Report of Macedonian Municipalities” by UNDP. The researches were realized in the period between September 2003 and January 2004.
Also, a memorandum of understanding “Formulation of a National Strategy on Information Society Technologies for Development” was signed between the Commission for Information Technology, UNDP and FOSIM.

Twenty-five representatives from 15 national museums in Macedonia took part in the seminar on the topic "The museums in Macedonia: searching for modern approaches and new audience". The seminar was organized by FOSIM and held from 19th till 22nd of April, 2004. Vasilij Pankratov, Ludmila Aleksandrova and Nina Popova from Russia as well as Barbara Voroncov from Great Britain, all experts in museum management, were lecturers at the seminar. Main topics of the seminar were: the mission that museums have in the modern world, taking care of the visitors and museum marketing. | |  | |  | |  | | Network Programm Project: “Disclosing hidden history: Lustration in the Western Balkans”
As a member of partner network organizations the FOSIM is carrying out the project “Disclosing hidden history: Lustration in the Western Balkans”. The objective of this project is to enhance the lustration legislation and practices and to encourage public debate on the past.
Within the project a web site will be created and regularly updated where all the information on lustration, the project itself, seminars and several workshops will be available (www.lustration.net).
The project duration is from February 2004 till July 2005 and it is financially supported by the EC CARDS Program and USAID.

 Kolesino and its wonderfull waterfalls, Rusinovo with its weaveing skills, the fair in Rastes, the library in Babino Selo, the ethno-fair in Krusevo, the natural and cultural heritage of Stenje, all these will be promoted through projects by the local communities in the "Living Heritage" program. These are six new projects, out of total number of 25, financed by FOSIM and the King Baudouin Foundation - Belgium. The main aim of this program is to stimulate the local development through projects that promote local cultural recources.  The last two (of the total number of eight new) NGO support centers were opened on 10th of May 2004 - one in Debar and the other one in Struga. The new centres were supported by the European Agency for Reconstruction and FOSIM. Thus, the former net that consisted of four centers, supported by the Swiss Agency for Cooperation and Development and FOSIM, was extended for eight more that joined it recently. |  |  |  |
